This was made with an ancient game engine that runs on DirectX 7. The d3drm.dll file must be in the folder with the .exe for the game to run as it is a compatibility patch for DirectX 8 and newer to work with DirectX 7. To get the program to run on a modern OS you may need to right click the TRENCHRUN.exe -> click properties -> click the compatibility tab -> Run in compatibility mode for Widows XP Service Pack 2 -> Apply -> OK -> Run TRENCHRUN.exe as Admin
